Adobe
Acrobat Accessibility tools can convert PDF documents to be read by
screen readers. They can be converted into ASCII or HTML on-the-fly online
and returned immediately to the web browser. Typing the PDF URL into an
electronic form, the document will then be read by readily available screen
reader programs.

TIP:
Right-click the download link and select 'Save Target As' (or similar) on the
menu. Mac users control-click and select 'download link to disk'. Select a
suitable location to save to in the dialog box that appears then click OK.

Browse to the location you saved it to and click the document
file to view the document.
